Mr. Sazi Mbhele
Sazi Mbhele is a highly dedicated public servant and the current Municipal Manager of the iLembe District Municipality.
Since joining the municipality in 2023, he has demonstrated unwavering commitment to fostering sustainable development, enhancing public service delivery, and promoting good governance within the district. One of his objectives is to improve the quality of life for all residents throughout the district, foster transparency, and strengthen stakeholder collaboration.
Mr. Mbhele possesses a diverse and comprehensive academic background, which underpins his effective leadership and strategic decision-making. His educational qualifications include:
- Teachers Diploma: A foundational qualification that reflects his early dedication to education and community development.
- Bachelor of Arts (NQF Level 7): An undergraduate degree that provided him with a broad understanding of social sciences, communication, and critical thinking.
- Postgraduate Diploma in Human Resources (NQF Level 8): Equipping him with advanced knowledge in HR management, organizational development, and workforce planning.
- Postgraduate Diploma in Management (NQF Level 8): Focused on strategic management, leadership, and organizational efficiency.
- Certificate in Management Development for Municipal Finance: Specialized training that enhanced his expertise in municipal financial management, budgeting, and fiscal discipline.
Mr. Mbhele’s career spans over two decades, marked by significant roles in education, local government, and national advisory positions:
- Educator (1998 - 2002): He began his professional journey as an educator at prestigious institutions, Hilton College and St. Charles College. During this period, he cultivated skills in mentorship, leadership, and community engagement.
- Local Government Pioneer (2003 - 2007): Transitioning from education to public service, Mr. Mbhele dedicated himself to local governance, gaining valuable experience in municipal operations and community development.
- Municipal Manager at Umuziwabantu Municipality (2007 - 2018+): His leadership capabilities led him to serve as the Municipal Manager at Umuziwabantu Municipality. Over this period, he was instrumental in driving local development projects, improving service delivery, and strengthening municipal governance.
- National Advisory Roles (2018 - 2022): Demonstrating his expertise at the national level, Mr. Mbhele served as a Special Advisor to the Minister of Department of Telecommunications and Postal Services, and later to the Minister of Home Affairs. These roles saw him shape policies on telecommunications, postal services, and immigration, influencing key national initiatives.
- Senior Position at Endumeni Municipality (2020 - 2022): Returning to local government, he held a senior management role, overseeing municipal functions and strategic planning to enhance community welfare.
- Current Role - Municipal Manager of iLembe District Municipality (2023 – Present): In his current capacity, Mr. Mbhele is focused on advancing infrastructural development, promoting economic growth, and ensuring effective governance across the district.

The Municipal Manager is appointed by council . He is the link between the council and the administration, of which he is the head. He has to account for the municipality’s income and expenditure, assets and other obligations such as proper adherence to all legislation applicable to municipalities.
Subject to the municipal council’s policy directions he ensures that an economically viable, effective, efficient and accountable administration is established and developed, that the IDP comes to fruition, that municipal services are delivered in a sustainable and balanced fashion, that a personnel corps is appointed, managed, developed and disciplined and that sound labour relations are maintained.
OFFICE OF THE MUNICIPAL MANAGER
The Municipal Manager as head of the administration is responsible and accountable for tasks and functions as provided for in, but not limited to:
- The Local Government: Municipal Systems Act, No. 32 of 2000,
- Chapter 8 of the Local Government: Municipal Finance Management Act, No. 56 of 2003,
- other functions/tasks as provided for in legislation, as well as functions delegated by the Executive Mayor and Council.
The Municipal Manager is also the Municipal Electoral Officer for the Municipality and appointed as such by the Electoral Commission.
The Internal Audit section reports administratively to the Municipal Manager as the accounting officer.
